When the United Nations was established in October 1945, the Republic of China was a founding member. However, following the proclamation of the People’s Republic of China on October 1, 1949, and the ROC government’s subsequent retreat to Taiwan, the question of China’s UN representation remained contested until 1970. On October 25, 1971, the UN General Assembly passed Resolution 2758, expelling the ROC representatives from all seats they occupied in the United Nations and its subsidiary organizations, replacing them with the government of the People’s Republic of China. To avoid the embarrassment of being escorted out and to preserve a final measure of dignity, ROC delegation head Chou Shu-kai (the Foreign Minister) raised a procedural motion, requested the floor to speak, and then led the delegation out of the General Assembly hall, holding a press conference to announce Taiwan’s withdrawal from the United Nations.
