In the past, live houses were typically registered under business categories such as “cold and hot beverages, juices, coffee, tobacco, and alcohol operations,” yet operators were prohibited from having band performances by regulators who cited the presence of “music performances.” The independent music community ran circles, held forums, and had the Council for Youth Affairs coordinate with the Council for Economic Planning and Development and the Council for Cultural Affairs in joint discussions. The Ministry of Culture first issued a certificate listing live houses — including Underground Society — as “important arts and cultural performance venues” in an attempt to resolve the problem, but the certificate had no legal force and offered no practical help. It was not until late 2010 that the Ministry of Economic Affairs’ Department of Commerce added the classification “J603010 Music Performance Venue Industry” — apparently a ray of hope, but because the related fire safety and building regulations failed to keep pace, it was an empty shell.
