The Chinese term “wenchuang chanye” (文創產業, “cultural creative industries”) was first formalised in Taiwan in May 2002 by the Executive Yuan through the sub-plan “Cultural Creative Industries Development Programme” under the “Challenge 2008: National Development Focus Plan.” According to the current definition of the Ministry of Economic Affairs’ Cultural Creative Industries Promotion Office, the term refers to “industries that originate from creativity or the accumulation of culture, that form and apply intellectual property, and that have the potential to create wealth and employment while promoting overall improvements in the living environment.” A total of sixteen major categories fall within the scope of cultural creative industries, including music and performing arts, film, visual art, literature, product design, architectural design, and publishing. The development of cultural creative industry policy subsequently influenced “original music,” “music performance venues,” “cultural creative park construction,” and “music festival organisation.”
