On the question of underground radio stations, the government began gradually opening up broadcast frequencies from 1993. By October 2000, following the change of government, a total of ten rounds of broadcast frequency liberalisation had been carried out, releasing 151 full-power and medium-to-small-power station licences and adding 174 new channels. Every county and city now had several local radio stations, yet the problem of underground radio stations — which had existed since the early days after the lifting of martial law — had not been effectively resolved.
