In contrast to the loose-collective model through which the 1990s noise movement had developed, after 2000 Taiwan’s sound liberation movement moved towards organisation, institutionalisation, and academicisation, pursuing creative and performance activities on a regular and sustained basis. Meanwhile, the rapid advance of information technology not only made the laptop an indispensable tool for sound creation but also shaped how the new generation of Taiwanese artists thought about what “sound” and “listening” mean.

ET@T (etat), a grassroots arts organisation that was among the first online providers of sound art and media art audio-visual coverage and programming, organised the “Bias” Sound Art Exhibition in 2003, calling for sound art submissions from around the world. This, Taiwan’s first sound art exhibition, set the direction for the sound movement of the 2000s: “sound art” combining experimental sound, digital audio-visual work, and interactive sound installation.
