As part of the central government’s organizational restructuring, the Council for Cultural Affairs (CCA) was reorganized into the Ministry of Culture on May 20, 2012. Its mandate was to resolve the long-standing constraints of insufficient personnel and resources in cultural administration, consolidating previously dispersed government cultural functions — including the CCA’s existing responsibilities; the Government Information Office’s oversight of publishing, popular music, film, and broadcasting industries; the Research, Development and Evaluation Commission’s management of government publications; and the cultural exhibition and performance venues previously under the Ministry of Education — into a single Ministry of Culture.
