In 1994, the previously appointed position of Taipei City Mayor was opened to direct election by citizens for the first time. Chen Shui-bian defeated rival Hsieh Ch’ang-t’ing in the DPP’s internal primary, secured the DPP’s nomination, and ran on the campaign slogan “Joy · Hope · Chen Shui-bian,” with “Flower Bud of Spring” as his campaign theme song.

The KMT fielded incumbent mayor Huang Ta-chou, and the New Party nominated Chao Shao-k’ang. With the pan-blue camp split, the election result saw Chen Shui-bian win with 615,090 votes. He became the first person from an opposition party to win the mayorship of the capital.
