The first “Ghost Festival Arts Festival” of Taipei County in 1992, planned by Chen Wen-ch’ien, was the first occasion to combine contemporary art with folk religious belief and administrative systems. Subsequently, the Taipei County Fine Arts Exhibition began to transform, adopting the “environmental art” exhibition format to organise three editions of the Taipei County Fine Arts Exhibition from 1994 to 1997. Local arts festivals flourished, and the combination of contemporary art with the public sphere became a major trend.

Outdoor installation art exhibitions, which became a widespread phenomenon from the mid-1990s, became an important platform. Artists’ engagement in social action proliferated energetically, but this also gave rise to critiques and reflections on social ethics, the festivalisation of events, and related issues.
