The Ho-hai-yan Rock Festival, which began in 2000, was originally co-launched by Taipei County Government and independent underground music production company Corner Music. By the seventh edition in 2006, Taipei County Government treated the event as a standard public works tender and transferred it to FTV. Corner Music’s founder Chang Shih-san was dissatisfied with this and planned a rival “Ocean People’s Music Festival” at Fulong as a protest, but it was cancelled by a typhoon. Since the “twin festivals” incident of the seventh edition, the Ho-hai-yan Rock Festival has been continuously pulled in different directions — by commerce, music, mainstream, non-mainstream, and even political forces.
