POkey (P’o Pao) is Taiwan’s first free “left-leaning liberal” newspaper. Founded in 1994, it originally belonged to the Arts and Culture News Centre of Taiwan Lipo (Taiwan Citizen’s News), before becoming an independently published weekly. Funded by Shih Hsin University, with equipment and printing also provided by the school, this freed the newly founded independent weekly from the pressure of turning a profit. In the inaugural issue’s manifesto, editor-in-chief Huang Sun-ch’üan wrote: “The founding of Lipo reflects a generation’s desire to break and build — to create a space that accommodates all voices, to sketch imaginations of a future society. Lipo now launches POkey Weekly, nurtured for over a year. It deliberately seeks to sever its ties with the consciousness of the previous generation, ceaselessly demolishing all taboos.”
