Under intense US pressure over trade imbalances, in June 1984 Premier Yu Kuo-hwa put forward the economic development strategy of “liberalization, internationalization, and institutionalization,” indicating that the focus of economic construction lay in adjusting the economic structure and accelerating industrial upgrading. The government would respect market mechanisms, avoid unnecessary intervention, and strive to reduce barriers to international economic exchange, steering the economy toward liberalization and internationalization. In May 1985, the Executive Yuan established the “Economic Reform Committee,” which proposed a reform package; fifty-four of fifty-six proposals were approved by the Executive Yuan and forwarded to relevant agencies for implementation. Agriculture, however — which was not included as a major topic of the reform committee — became the casualty of this wave of economic liberalization policy.
