Taipei’s live houses had been operating for over 16 years, yet the commercial registration system had no suitable category for them. From 2005 onwards, The Wall Music Arts and Performance Space and Underground Society repeatedly received fines citing “unlicensed operation, registration not in conformance with regulations,” making operations difficult and performances impossible. In May 2006 The Wall was featured by New York Magazine as one of Taipei’s top ten attractions and listed by the Taipei City Government’s Tourism Quarterly as an important venue for original music — leading critics to accuse the government of “rewarding with one hand and suppressing with the other.”
