Chen Shih-ti (*Noise Magazine* Steve), whose formal education ended at primary school, had worked as a newspaper deliveryman, plumber, construction worker, record-shop clerk, bartender, and DJ. Drawn in by the late-1990s Taiwanese rave wave, he began organising DIY guerrilla rave parties with friends at locations ranging from inside a barbershop to outside a roast-duck restaurant. After attending Wang Fu-jui’s noise art performance “Static Riot” in 2001, he pivoted to noise art. In 2002 he and friends founded “Maltose Brewing Studio” (Malt Craft Studio) in Taichung — one of the few hubs outside Taipei promoting experimental electronic music. In addition to making music, it sold rare records, taught instrument playing and DJ technique, and organised Taichung’s first noise art festival, “Electronic Sound Counterattack” — the first time the noise movement spread beyond Taipei.
Chen Shih-ti subsequently took part in many experimental music and sound art events. In 2010 he and artist Wang Keng attempted to hold a free outdoor music festival, “Wanidao Music Festival,” at Chiupeng, a small fishing village in southern Taiwan, inviting over a hundred domestic and international bands to perform. Tragically, three days before the event the local government suddenly revoked its permit.
