From 2003, extensive media coverage of drugs and electronic dance clubs created public panic and triggered large-scale sweeps by the Taipei County and City governments. Clubbers consequently flooded into several newly emerged “pill clubs” in Taoyuan, the most famous and largest being “Lion King.” In 2006, Taoyuan County Mayor Chu Li-luan instructed the county police chief, Lin Te-hua, to “eradicate pill clubs within three months, or step down.” Police accordingly mounted a sweeping crackdown on bars and dance halls, arresting young men and women dancing and singing the night away — until every venue was shut down.
