Northern Taiwan’s largest summer music event — the Gongliao Ho-hai-yan Rock Festival — has been co-organised by Taipei County Government and Corner Music since 2000. The festival is not only one of Taiwan’s important music events but also a crucial stage where bands and singers first make their mark. In 2009, the Taipei County Tourism Bureau decided that year’s Ho-hai-yan Music Season would take a “fresh, healthy, and professional” approach — so the Health Bureau would distribute no condoms for the first time, and the sale and consumption of cigarettes and alcohol on-site were banned.
